Rose Community Foundation believes that the well being of the community and the future of a civil society depend on our children developing the skills, values and relationships necessary to becoming competent, caring and responsible adults. The greatest factor that influences a child's healthy physical, emotional and intellectual growth is his or her family. Information and a variety of support services must be available to ensure that families give their children the emotional, social and educational readiness to succeed in school and life.

Rose Community Foundation's Child and Family Development program area supports early-childhood development, as well as economic self-sufficiency for families. Proposals that address one of the following priorities are given highest priority.

Early-Childhood Development

Rose Community Foundation makes grants to prevention programs and efforts that support children from birth to age five, in two general categories:

  • Parent education programs that help parents recognize and understand a child's developmental needs and promote school readiness. The Foundation is interested in programs that provide effective, long-term and comprehensive family-support activities with opportunities to learn from peers and professionals.
  • High-quality and accessible child care and early-childhood education designed to help young children develop the emotional security, social competence, and intellectual capacity they will need to succeed in school, and to become healthy, happy and productive adults. The Foundation provides funding to:
    • strengthen and expand proven high-quality early-education programs,
    • provide training and education for early-childhood professionals, and
    • develop and implement quality improvement plans for child-care centers.

Family Self-Sufficiency

Rose Community Foundation supports programs that help individuals obtain the skills and resources they need to provide for their families. These include:

  • Employment and training programs structured to meet the needs of individuals entering, or seeking advancement in living-wage jobs. Programs must be comprehensive and include placement, retention and advancement in a stable job.
  • Family-support services to economically stabilize families, such as access to affordable housing, microenterprise development, and knowledge about personal finance, including links to financial tools and institutions.
