Eligibility

Donor Services

Rose Community Foundation accepts proposals for programs that serve the seven-county Greater Denver area of Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas and Jefferson Counties. Programs with a broader geographic focus may apply, however, the proposal must address its relevance to people living within these seven counties.

Applicants should be either:

  • a charitable nonprofit organization with tax-exempt classification from the Internal Revenue Service; or

  • a tax-supported institution such as a school or government agency

New or emerging organizations are permitted to apply using a tax-exempt organization as fiscal sponsor. Fiscal sponsors assume legal and financial responsibility for the activities of a person or group engaged in work that furthers the fiscal sponsor’s mission. Periodic written reports document the actual expenditures of grant funds and progress toward accomplishing the purpose of the grant.

Applicant organizations may have only one proposal pending at any given time. For larger entities such as universities, school systems or government institutions, Rose Community Foundation will consider only one proposal from individual departments, schools or agencies at a time.

Grant applicants should adhere to the format and content specifications in these guidelines. Applications that are incomplete will not be considered. Prospective grantees are notified of incomplete proposals. Please see Submitting Your Proposal.

Ineligibility

Rose Community Foundation will generally not support:

  • grants to individuals or endowments, including academic chairs and scholarships

  • grants to one organization to be passed to another

  • annual appeals or membership drives

  • fundraisers and other one-time events

  • financial support for political candidates

A proposal will not be accepted if:

  • reports for a prior grant to the organization/program in question are past due
  • the same applicant has other proposals pending

Grant Amounts

Grant Amounts vary considerably and depend on many factors. Some important considerations include the applicant organization's program budget, the consistency of the program's goals with Rose Community Foundation's priorities, and the amount of support the program is receiving from other sources. Organizations should submit proposals requesting a reasonable amount of financial support for efforts that most closely match the Foundation's priorities. The Foundation is rarely the sole funder of a project and encourages applicants to develop a variety of individual, government and private funding sources for projects.

Deadlines, Process, and Response Time

Rose Community Foundation does not have submission deadlines. After reviewing a grant proposal and ensuring it is complete, the Foundation's grants manager assigns each proposal to the appropriate program officer, who may, at his or her discretion, request additional information and/or arrange a visit with the applicant’s organization.

Rose Community Foundation's program officers are available via telephone and email for discussion prior to submission of a grant, and such contact is encouraged. The Foundation's program committees and board of trustees meet regularly to review grant requests. However, prospective grantees are strongly discouraged from directly approaching committee members or trustees about grant proposals.

In general, the Foundation completes the grant decision-making process within four months after receiving a complete proposal, or within six months for capital requests.

Capital Projects

In general, a capital project will be considered for funding only if it addresses a priority within Rose Community Foundation's program areas. Interest in funding capital projects varies by program area.

Rose Community Foundation requires organizations seeking capital funds exceeding $10,000 for renovation, new construction, and/or land acquisition to go through a different application process. They must first submit a one-page introduction letter outlining the project for Foundation program staff to review prior to submitting a proposal. After the Foundation reviews the letter of introduction, the applicant may be invited to submit a full proposal. If your capital request is for $10,000 or less, follow regular submission procedures.

Upon notification by Rose Community Foundation to submit a full proposal, applicants seeking grants less than $50,000 for a capital project should submit the information requested in the Submitting Your Proposal section. Applicants invited to apply for capital grants in excess of $50,000 will be asked to address additional questions related to the project. Click here to find more information about these questions. Applicants may be asked to meet with a program officer prior to submitting a final proposal.

The maximum capital grant Rose Community Foundation will generally provide is up to 25 percent of a project's total cost. All capital grants are challenge grants and are provided after commitments for all other funds necessary to complete the project have been secured. A grant commitment (subject to requirements) can be made early in a capital campaign, provided the required application information is supplied.

Debt reduction is not generally allowed.
